It has a transmission issue — the transmission is not dead, but it takes some time to shift gears. It still drives, just shifts slower than normal. The car also has a battery issue, so it may need a new battery or inspection.
This would be a good option for someone who can fix it. Interior and exterior are in good condition for the year.
